1:30 PM -- Standard & Poor’s Ratings Services released a report today on broadband over power lines (BPL), but from the press announcement, I can't say they've nailed down an opinion just yet:

"Given the poor performance of electric utilities in areas outside their primary business line, we typically view any such new opportunity with skepticism," said S&P's credit analyst Dimitri Nikas. "However, there is little need for build-out of existing infrastructure because BPL uses existing transmission and distribution lines and requires a minimal set of incremental investments."
