12:40 PM -- Time, which fatuously named You its 2006 Person of the Year, has now come out with its annual The People Who Shape Our World, its "list of the 100 men and women whose power, talent or moral example is transforming the world."

While Condi, Hillary, and Barack make the list, Der W's world-transformative powers seem to have fallen off Time's radar. Here's hoping he doesn't accept that as a challenge. Thank God, he only reads People.

Tina Fey, Justin Timberlake, and Rosie O'Donnell are, it seems, world-historical figures. Borat, as well: Someone alert the people of Kazakhstan.

Oprah, of course, appears under the "Heroes & Pioneers" category, as does the "power, talent or moral example" of Tyra Banks. Kate Moss, however, falls under "Artists & Entertainers." Time doesn't indicate which she's supposed to be.

And monkey lovers, take note: The "Scientists & Thinkers" group includes Frans de Waal, the primatologist and author of Primates and Philosophers and Chimpanzee Politics.

One question: Where's Streisand?
