700 MHz Auctions, Rounds 22 & 23

12:53 PM -- The bidding on the wireless broadband spectrum has risen to $16.9 billion so far today. The national C band bid hasn't moved off a $4.7 billion bid since yesterday, however. This could suggest that the bid came from Google (Nasdaq: GOOG) looking to bump the bandwidth over the $4.6 billion "open access" reserve. Neither the company nor the Federal Communications Commission (FCC) are going to confirm that under auctions rules, however, so it remains speculation.
