Saudi regulator announces Kuwait's MTC offered the highest bid for the country's third mobile license

RIYADH, Saudi Arabia -- The Communication and Information Technology Commissions (CITC) announced today the results of the public opening of the Financial Proposals of each of the Eligible Applicants for the 3rd Public Mobile Services License in the Kingdom of Saudi Arabia. The Financial Proposals were opened in a public ceremony attended by representatives of the eligible Applicants at the headquarters of the CITC at 8:30pm.

The Governor of the CITC, His Excellency Dr Mohammed Al-Suwaiyel, initiated the proceedings by welcoming the attendees and thanking all who participated in the different phases of the process for issuance of the third Mobile License in the Kingdom, and stated that the financial proposal envelopes would be opened in the presence of the attendees.

The financial proposals are listed in the table below according to their value:

His Excellency the Governor then explained that the announcement of the financial offers does not necessarily mean that the successful applicant has been determined. Determining the Successful Applicant will require evaluation of the documents accompanying the financial proposals for conformance to the requirements of the Request For Applications for Licensing of Public Mobile Services in the Kingdom of Saudi Arabia. The results of the evaluation would then have to be considered by the CITC's Board of Directors in preparation for submission to the Council of Ministers for the final approval of the results and determination of the third mobile licensee.

The CITC's Governor acknowledged the support that the CITC has received from the Custodian of the Two Holy Mosques and the Government. Such unfailing support has enabled the CITC to carry out its responsibility in managing the international competition process for the License in an objective, fair and transparent way.

Furthermore, the Governor cited the follow up and support of the Chairman and Members of the Board of CITC, throughout all the activities and proceedings undertaken by the Commission
