11:30 AM -- This can't be good news. The $2 billion New York State emergency radio network being built by M/A Com has failed its first test.

Buffalo chose to opt out of the project following problems so severe that radios did not work in about half of the state's second largest city, Newsday reports.

The network is supposed to go live in 2010.
