The deployment of 5G will bring large benefits to mobile services and users over the coming years. Allocating spectrum in the 5925 – 7125MHz band for 5G-NR and its evolution is a critical building block making it economically feasible to offer 5G services at a price point that is affordable to all income groups.

Dr. Zukang Shen currently serves as the Director of Wireless Standards Department, responsible for the development of wireless related standards in 3GPP, CCSA, ITU-R, and spectrum related activities. Dr. Shen graduated from the University of Texas at Austin with a Ph.D. in 2006. He has been actively contributing to 3GPP standards work over the past 14 years, in the areas of 4G LTE and 5G NR. Dr. Shen currently serves as the Editor of "3GPP Technical Specification 38.212: Multiplexing and Channel Coding".
30 years experience in telecoms, Director of mobile operating company, specialises in strategy & business planning and regulatory issues. He gained his experience working in Europe, Canada and the US and in emerging markets in the Middle East, Africa, and the Far East. As the 2nd person on the ground he played a pivotal role in launching Nedjma, the 3rd Algerian GSM operator. As Director of Marketing, Strategy and Regulatory Affairs he launched new propositions transforming the market and introduced best practice interconnect agreements in Algeria. Stefan worked on over 90 spectrum licence valuation projects, spectrum auctions and beauty contests for mobile and fixed wireless access licences on all continents. Conference speaker and moderator for the GSMA and for the Ministerial Program, Mobile World Congress in Barcelona. Co-author of the Economist Guide to Business Planning. MBA with distinction from University of Westminster, London.
Luciana Camargos is the GSMA’s Senior Director of Future Spectrum. She is responsible for the coordination and application of mobile industry positions on spectrum plans and is the manager of the future spectrum team, which looks after the GSMA’s WRC and ITU-R activity. She is also responsible for the GSMA’s Future Spectrum Group, the global committee of industry experts focused on future spectrum issues for mobile.
Gababo Wako is currently working with Communications Authority of Kenya (CA) as Manager responsible for Frequency Planning.
Gababo has over 15 years’ experience in the communications sector in Kenya in ICT Regulation, Licensing, Frequency Planning and Engineering. He has participated in several ITU Radiocommunication meetings and World Radiocommunication Conferences. He is actively involved in national and regional preparatory process for WRCs.
Prior to joining the CA, Gababo worked with Telkom Kenya where he was involved with planning, installation and commissioning of telecommunication systems.
He holds Bachelor’s degree in Electrical and Communications Engineering, a Master’s degree in Electronics Engineering (SWF Germany) and an MBA.
Alessandro holds a master degree in electronic engineering from Rome University.
During the period 2012 to 2015, Alessandro was in charge for the European Wireless Regulatory Policy.
During the period 2008 to 2011, Alessandro worked in Huawei LTE Product Line departments with special focus on the European regulation matters.
Prior to joining Huawei, Alessandro held several marketing and technical positions in Mediaset broadcasting company (2006 – 2007), Siemens mobile communications (2002 – 2006) and Accenture ICT consulting company (2000 – 2002).
