LOS ANGELES -- Starwin IPTV Network (OTC: STWI - News) has announced today that the Company has signed a Letter of Intent with Guangdong Tisson Technologies Development Company, a wholly owned subsidiary of China Communications Services Corporation Limited entering into a service and technologies partnership agreement to serve its IPTV platform for China and Asian markets.

Both parties have agreed to collaborate in seeking and developing business activities and opportunities in this emerging telecommunications infrastructure and support services market place. Tisson shall provide support and maintenance to Starwin IPTV network including services related to its network for China market. In the partnership agreement, Starwin IPTV will provide its IP-based media codec and streaming technologies, aggregating and integrating a selected of channels as well as IPTV industry user requirement and market direction. Entering a partnership with Guangdong Tisson, Starwin IPTV anticipates a smooth launching of its network in China market. Currently, China has 340 million television subscribers and 820 million cellular phone subscribers, and Starwin IPTV is optimistic of this potential partnership with Tisson.

Starwin IPTV intends to launch the world's first trusted global media (television) network for television, P.C. and mobile phone subscribers with its core technology components for this new media network. The network will be the first to carry approximately 200 Asian Ethnic channels including 10 channels provided by Starwin Media Holdings, Inc (OTC: SWMD - News) to its viewers in the China, U.S and Europe markets. The 10 channels provided by Starwin Media include: Variety Show, Healthcare, Children, Entertainment, Discover China, Movie & Drama, Finance, Food and Education.
