The pissoir has a pressure-sensitive display screen recessed into the porcelain. When a "guest" uses it, he triggers an interactive game -- yes, game. The whole getup is supposed to promote better aim in those who frequent public restrooms, thereby reducing cleaning costs.
This on-the-wall idea appears to have originally come from MIT with its You're In Control game.
A little bit of Web-browsing [ed. note: searching on the words "urinal games" is not recommended for those of a sensitive disposition] suggests that someone may have even tried to patent the idea.
Let's just hope that doesn't lead to another big round of IP battles.
