According to Huawei Consulting, carriers' digital-intelligent transformation is not just about technology innovation or simple service innovation. It is about digital and value-driven reconstruction of business models, operation models, and management models to improve core competitiveness and sustainable development capabilities of enterprises. Huawei Consulting is committed to help carriers build a digital vision and strategy, plan digital services, design business scenarios and business capability based on the value system, and supports governance systems such as organizations, talent, culture, and performance with digital processes and platforms. Take into account survival and development requirements and gradually realize digital and intelligent operations.
According to Huawei's survey on customers, the main drivers of digital-intelligent transformation are industry trend change, solving business problems, enterprise strategies, changes in the social and economic environment, and competition pressure.

With the in-depth development of digital-intelligence transformation, some deep-seated problems have gradually emerged. For example, there is no overall strategy and transformation roadmap, no consensus reached by senior executives on digital-intelligent transformation, lack of transformation value evaluation criteria, and insufficient transformation capabilities. Change is the characteristic of this era, and digital-intelligence transformation means innovation in the midst of change. In the future, the competition between enterprises will involve not only capital and resources, but also the ability to embrace change and the determination and actions to deepen transformation.
On Huawei Analyst Summit 2021, James Wu, Director of Business and Network Consulting Dept., Global Technical Service, Huawei, released a consulting service for carriers' digital-intelligent transformation to analysts, partners, and representatives of industry organizations. Huawei Consulting has accumulated a set of consulting and practice services to help carriers implement digital-intelligent transformation.
Figure 2: Digital Intelligent Transformation Consulting Service Framework
The digital transformation consulting service consists of the following four parts:
Transformation trends and benchmarking: Analyze industry practice trends, latest viewpoints, and theoretical methods through insights, and align transformation strategies and top-level design.
Top-down framework design: Use the ODMM maturity evaluation model for digital-intelligent transformation to map the transformation panorama and path based on enterprise characteristics.
Scenario-based transformation consulting: Specify high-value scenarios and key strategies, and design specific scenario-based transformation methods based on the core capabilities of "five transformations three upskillings" that carriers need to have or improve during transformation.
DTPC practice and innovation incubation: Aims to build a beacon for carriers' digital-intelligent transformation and a pilot field for service practice innovation. Based on Huawei Digital-intelligence Transformation Practice Center (DTPC), Huawei provides immersive digital-intelligent transformation services that integrate transformation benchmarking, scenario-based practice, and innovation incubation.
Huawei's digital-intelligent transformation consulting services have brought successful practices to carriers' transformation. For example, Huawei helped a carrier build a marketing transformation framework, and finally improved marketing efficiency and effectiveness by using digital-intelligent methods such as automatic grid digital operation and channel convergence. After the transformation, using Huawei's General Digital Engine (GDE), big data analytics to converge target user groups, user profile-based one-family-one-case, and multi-channel convergence and collaboration finally doubled the marketing conversion rate, the marketing cost decreased more than 40% and the convergence rate increased by 10%. This effectively relieves the market pressure due to the saturation of the home broadband market and the low-cost development of converged home broadband services by competitors.

Another case happened recently, the overall O&M digital-intelligence ratio of a carrier was about 20% in 2019. Facing the goal of O&M digital-intelligence ratio by the end of 2022, the carrier plans a three-step evolution, and focuses on building platforms, defining projects, and personnel transformation, three core transformation elements. Huawei helped them build an intelligent O&M platform, introduced automation and DevOps (integrated R&D and O&M), and used consulting services to promote the customer's organizational and personnel skill transformation. All of above helped carrier save more than 60 million USD network investment and 800,000 days of workload within two years, which won recognition from the customer.
Digital-intelligent transformation is changing the operating rules of telecom and many industries. Carriers from developed and emerging markets are actively exploring digital-intelligent transformation. Especially in regions where demographic and traffic dividends are less driving carriers' development, carriers are facing fiercer competition than ever before. With the application of 5G, big data, and automation technologies, the digital-intelligent transformation will give carriers new development momentum and support industry digital-intelligent transformation, which is also an important market opportunity in carrier’ 2B market.
