BNetzA will continue assessing the German wholesale leased lines markets

BRUSSELS -- Today, the German telecom regulator, Bundesnetzagentur (BNetzA), informed the Commission that it will continue assessing the German wholesale leased lines markets. BNetzA is therefore withdrawing its earlier draft decision (see IP/06/1304). It now plans to seek additional data and further analyse recent market developments, in particular relating to new technologies for providing wholesale leased lines in Germany.

“Wholesale leased lines are essential for efficient business to business services," said Viviane Reding, EU Commissioner for Information Society and Media. "It is crucial for the Commission that national regulators review their relevant markets based on a thorough competition analysis that is technologically neutral, forward looking and that uses sufficiently detailed data. I therefore welcome that this issue will now be further assessed by the German regulator in order to arrive at a market analysis based on clear economic facts. The consensual way by which this issue could be settled is proof of the functioning cooperation between the European Commission and national regulators under the EU telecom rules.”

On 29 August 2006, BNetzA notified the Commission of a draft decision on the markets for wholesale leased lines, i.e. dedicated unmanaged connections between two points for the transmission of voice and data, which are used by carriers to provide retail leased lines mainly for business clients.
