"Of course, in the mainstream media, it was bad PR and we didn't like this," Yechiel Shabi, spokesman for Israel's Communications Ministry, said. "But we said we would test it and it took us a week. I think that is very fast."
Israel is the only country that has banned the device so far, despite having standards similar to those of many European countries.
