China Issues More 4G Licenses

China's Ministry of Industry and Information Technology (MIIT) has awarded FDD LTE licenses to two of the country's three major operators as part of the country's next wave of 4G developments.

China Telecom Corp. Ltd. (NYSE: CHA) and China Unicom Ltd. (NYSE: CHU) have been awarded the licenses, adding to the LTE TDD licenses that were handed out late last year. The two operators have been waiting patiently for this official approval to forge ahead with their 4G strategies, as their hybrid FDD/TDD rollout plans are more heavily weighted towards the construction of FDD LTE networks and use of FDD LTE spectrum. China Mobile Ltd. (NYSE: CHL), meanwhile, is building out a widespread 4G network using LTE TDD technology only. (See China Holds Key to LTE TDD.)

Re: Frequency The MIIT hasn't specified the frequenices, but these early networks should be in the 1800MHz band. .

Re: Playing catch-up Worth mentioning that as China Mobile is busy deploying 4G in China, they are also doing the same in neighboring country Pakistan. And that remains their only operation overseas. There too they are the only 4G player.

Playing catch-up China Mobile got something of a head's start with its TDD 4G, so now Telecom and Unicom have some catching up to do.

The authorities said last year that FDD licenses wouldn't be issued until the market was ripe -- that appears to mean that they wanted to give China Mobile a bit of a head's start after its 3G strategy didn't work out as planned...
