Good points and how to utilize some "dynamic adaptive streaming and dynamic load balancing in a mobile network," will certainly lead to some economy for user and deliverer and with the predicted rise in video through devices it should be a service to watch.

Good attempt but need the ecosystem to jump in
It could be a great achievement for Operators with their own video assets but the majority of mobile operators outside US are simply 'connectivity' players with limited video assets. The major traffic is video without doubt but this is coming from Youtube, Facebook, Netflix/Amazon/other OTT providers. In this case, whatever intelligence we may put in the network (core-edge-or even at device) the benefits tend to be lower without the OTT players.

Love to see how Vendors can address this OTT content.
