You're absolutely correct, "pledges" mean extremely little. Look at pledges the government and companies have made to workers about jobs. Pledges get plenty of initial attention, but follow-through or lack thereof is often ignored.

It's one thing to "pledge" support to the disaster region but another to actually have a plan in place and money in the bank to move forward rapidly. I would guess there may be many more months before Puerto Rico is close to recovery for most of the population.

How about restoring power first?
I have family out there that's been without power since Irma hit last year.  They rely on diesel generators, but you can't run those household units for an extended period of time without problems.  Just last week, they had a power outage for 85% of the population.
