addressing the problems
I dislike that it is used as a way to put "ringers" in a student population to "cook the books" on custom writing achievement tests. This allows the county to pretend to be addressing the problems with low-acheiving students, while simply shuffling students around.

While I appreciate all the alternatives, I'm not sure just how many monthly charges these companies seem to think customers can afford?
