Looks like business may be picking up at IBM with the plan to utilitze a "new blockchain offering specifically geared towards financial services," with the capability of updated security and encryption service it should work out very well.

Even if they are not "required to," it might make good business sense to check anyway to stay ahead of any future rules changes.

If new GDPR rules kick in next year, I wonder if the businesses that self-certify that they conform to Privacy Shield (which replaced Safe Harbour) will have to do a recheck to be sure they live up to the latest standards..

You're right that mainframes by themselves would not have served IBM well, but their presence enables IBM to leverage what it is doing in the cloud.

@PhilBritt: While IBM has sold off a lot of commodity businesses over the last decade -- storage, PCs, printers -- the company still beleives that certain legacy businesses still hold value. Mainframes are one. However, IBM also has continued to invest in Power systems and has tried to shift them toward supporting cloud.

Not Surprising
Though "cloud" sounds new and sexy to many, those of us who have been around for a few decades remember when mainframes supporting remote servers were all the rage. With all of the computing power that businesses and individuals continue to demand at an ever growing rate, it only makes sense that IBM try to eke out more value from its traditional hardware.
