Better safe than sorry
I can understand why IT managers might overbuy cloud capacity. It may be hard to predict things like CPU capacity required. If an important project is hampered because its future CPU needs were underestimated, it could mean the IT manager's job. Hence, better safe than sorry, even if it means overbuying. On the other hand, the beauty of the cloud is that capacity can be ramped up quickly. Still, you don't want to cause an important in-house client to have to ask for additional capacity.
