ARM most certainly has the upper hand here - when it comes to low cost, low power chip designs, it has been eating Intel's lunch for years. 

It's not Intel's fault - the company was focused on PC investments. Now it needs to implement ARM designs at Intel scale. Thus this hire.

Qualcomm is already talking to operators about LTE Cat M1 and M2 (NB-IoT) trials.
