Governance. It is an organisation that people trust. The projects are less likely to get hijacked by particular vendors.

Re: Open Source for NFV MANO re What language is ECOMP written in? And the others?  That could have a lot of effect on LOC.

The ECOMP paper doesn't say but typically these projects include multiple languages: Python, C, PHP etc. I don't think choice of language or inefficient coding explains the gap between ECOMP's 8m lines and OSM's 0.3m.
