I've historically found them to be more ambitious than that. Just controlling the gateway isn't going to be enough for them. If they can craft a future where the app is just to upsell users to additional cable-centric services for the "full cable experience," I can see them doing that.

As an aside, looks like some waffling this week among FCC Commissioners that previously voted to approve the proposal.

I think they just want to make the transition very slowly so they can shift resources over to IoT-enabled gateways. Ulltimately they won't care about controlling DVR functions as long as they have ownership of gateway hardware that still acts like a hub in the home.

Concession
I get the sense the consession isn't much of one, and comes with caveats. The biggest being that you'd still need to rent a cable box if you want to record programs via DVR. I get the idea they're ok with shifting from set tops to apps, but still would prefer breaking out DVR recording services as some kind of cloud-based approach the consumer would HAVE To get from the cable sector.

There's no way they'd offer any real concession that seriously threatens their cable box monopoly.
