@brooks: I remember a few years ago when I went through a period of a couple of months when towards the end of the month my connection would be trash -- especially when watching Netflix.  Carrier told me, "Oh, no, we don't have data caps, and we don't throttle!" even though all of the evidence was to the contrary.

Indeed, my understanding is that in those areas, only the most egregious offenders get charged (like people who torrent constantly, or people who are running so many active servers that they should really have a business package).

Caps are only effective in certain "trial" markets. My understanding is that Comcast doesn't enforce with overages elsewhere, but you could get a warning.

I am a Comcast subscriber and my account tells me that Data Caps are disabled and have been for over a year.
