It doesn't seem inefficient because they are moving ahead fairly quickly. The vendor choice definitely factors in here. They chose to work with Red Hat.

There are other vendors - Nokia, for example, - that are ready to help service providers use OpenStack to their benefit.

Healthy approach to OpenStack
THis, I think, is an interesting and healthy approach to OpenStack... work with it as it evolves and be ready to capitalize when it is ready to fulfill the needs of the business...

That's what it loks like - but maybe that is an inefficient approach?
