While true, transmit power is also less on picocells, etc.  You don't use the same transmit power on a picocell as you would a macrocell.  So the band used while it plays a part, is not the only factor as have mentioned.

Lower frequency bands tend to propagate better than higher frequency bands, thus 600 Mhz band is unsuitable for microcells.

Google's best bet is 3.5 Ghz and 28 Ghz.

What about the possibility to use the spectrum for picocells/femtocells/microcells?  With the idea being for short range, it really wouldn't interfere with their 700MHz band due to the low power.

I would think this would be all about strategy. The carriers would ideally like to buy up all the spectrum they could if they wanted to. What's key is that there are places where this band would be really useful. Ever been inside a building and not able to get a signal? Yeah, that's really annoying.

Hole filling auction
This is going to be a hole filling auction for the big 2 mobile carriers. The 600MHz spectrum interferes with 700MHz networks they already run, so buying will be circumspect and/or strategic.
