"RJio also controls 800MHz spectrum in 20 circles (service areas) and 1800MHz spectrum in 14" 800 = 10 circles (w/ 1 circle <5MHz) 1800 = 18 circles (w/ 2 circles <5MHz)

close to a million towers

Thats a BIG ambition. With India's population of more than a billion and scattered rural population, RJio would need close to a million towers if not more!

It seems that RJio is under-towered and over-fibered. Instead of setting up own towers and bearing cost of under-utlized fiber, a better strategy would be to go for tower-sharing and fiber-sharing.
