unless i'm reading this wrong the price you are referring to gets a subscriber "up to 38Mb/s" which is a long way from gigabit speed implied in the comment.

I'd certainly be all over this if I was a small business.

Is the business case wrapped up in what follows - in what eventually gets sold over the gigabyte connection, whether that's entertainment, business services, maybe home security and nebulous IoT/lifestyle ideas? The neverending 'jam tomorrow' scenario? 

The TalkTalk page you provided a link to doesn't say anything about this, BTW...
