MitchWagner, sounds like a "phantom" company to me. 

I wonder how long it can last in this state.  I further am wondering where it will lead and what the benefits will be to Cisco in the long run?

If you Google "Noiro Networks," the first page of results is almost a facade of an independent company: A LinkedIn page, listing on SDxcentral, Twitter account, and an entry on Hacker News speculating, "From what I hear, Noiro Networks/Project is the next "spin-in" from Cisco."

But the links all go nowhere. The LinkedIn and SDXcentral listings are blank, the Twitter account has no avatar, tweets, biography, follows no one and has only 49 followers. The Hacker News entry has no comments and only a link to a Network World article.
