One thing that's very important in the build vs. buy analysis is the in-house expertise. Big Web 2.0 guys like Google, Facebook, etc. have hired top optics experts from the vendors, so they can build an optical network as well as anyone. Others though may not have the in-house expertise, so they would need to factor in costs of hiring and maintaining employees. Some may decide that's worthwhile. But others will not want to make that kind of personnel investment.

Or on all of the above? But here's my question: If there is such an abundance of dark fiber, would it be more economical for the regional operators to light their own as thye have ever-increasing capacity needs, rather than paying another carrier for transport? Or does that just get overly expensive over the long-term? Not real familiar with the build vs. buy issues in that market.

Could the data center interconnect market turn not so much on the biggest Web guys, but on the more regional cloud operators, as well as telcos converting central officees to data centers? Getting the sense that the latter could be a real tipping point.
