Mixed Use Challenges?
I would think the problems mentioned would be particularly bad in mixed use buildings, where businesses are on the first floor and apartments are on the second floor, when there are multiple hotspots in a close proximity.

Comcast Says CableLabs Example Doesn't Apply
I heard from Comcast again after this article was published and was told that the example cited by Vivek Ganti from CableLabs doesn't apply to Comcast's home hotspots. Specifically, Comcast "provisions two separate and distinct broadband service flows to the wireless gateway that powers two separate WiFi signals. So the home owner would be on email on her own WiFi signal that she pays for and is tied to her monthly subscription and the guest user would be on the public XFINITY WiFi hotspot. So there would be two upstream signals and one doesn't "create congestion" for the other."

That said, Comcast does state in its FAQ that "Your in-home WiFi network, as well as XFINITY WiFi, use shared spectrum, and as with any shared medium there can be some impact as more devices share WiFi." For reference, the full Comcast FAQ is available at: http://www.comcast.com/wifi/faqs.html

Homing In On Hotspot Complaints
The home hotspots may be trouble waiting in the wings. If and when it takes off bigtime, there's going to be customers waking up to the slower access. At this time, it's still hidden in the bushes. No one's really using the feature and so there's no one to complain. But, I suspect in urban areas, this may not be complaintless at some fairly soon time.
