The definition of Rural also means that theres a lack of skills required to both train and maintain. A remote management / SaaS solution with remote training appears to be the only path forward I can see, but the problem is that nobody wants to be told what to do by Washington.

Connected schools
The bit here on connected schools is illuminating. Elected officials, regulators and a lot of companies in the telecom industry have talked for years about how important that is because it seems like the right thing to say. Instead, it sounds like a lot of end user challenges where individual solutions are much more needed than just pure bandwidth.
