There has long been an opportunity for network operators to become OTT providers themselves, and I agree the cable TV companies have done a lot with that, though I wonder how much their interest in that model will wane when setbacks occur - Cox's fizzled Fanhattan trial being one example - http://www.lightreading.com/document.asp?doc_id=705730.
