Trust is a relative thing; it depends on the (possiby erroneous by your standards) judgment of the person you are negotiating with. I think it's a mistake to assume you can completely trust anyone about anything; people make some pretty wild rationalizations to themselves.

If something is important, they should sign off on it and remove the possibility of trust (or "confusion") becoming an issue. If they won't, it's a given you can't trust them.
