"THE BIDDERS OR THEIR COLLABORATORS HAVING ANY EQUITY STAKE OR OPERATING PARTNERSHIP WITH ANY OTHER CELLULAR OPERATORS EXCEPT MTNL IN INDIA SHALL NOT BE ELIGIBLE TO PARTICIPATE IN THE TENDER" .
Managed Services is operating partnership for sure .

Ericsson/Nokia in East and North ,Motorola in South with Lucent in West were the early birds with greater success .
