India Plans 3G Auction

10:25 AM -- India plans to auction spectrum for 3G services at 2.1 GHz, according to reports. But not everyone was entirely happy with the news. (See Spectrum Fight Escalates in India and Mobile Growth Blooms in India .)

Vodafone Group plc (NYSE: VOD)'s Paul Donovan, chief executive of the EMAPA region, which includes India, vented his frustration with the Indian spectrum situation on the first half-year earnings call today. (See Vodafone Rakes in Data Revenues and Vodafone Wins Battle to Buy Essar.)

"Right now, India is a mess," he said. "They're allowing CDMA operators to obtain GSM spectrum and the spectrum allocation criteria are on a per subscriber basis. The majority of GSM operators do not think the proposals are technically practical."

"The further announcement on 3G is equally unclear in terms of scope and timing," he added.
