Swiss video software and Algerian mobile spectrum kick off a quiet day on the EMEA news beat.

Kudelski Group , the Swiss video software firm that is perhaps best known for its Nagra brand, saw its revenues slide by more than 21 percent year-on-year to 404 million Swiss francs (US$513 million) in its first-half results. The company largely blamed the strength of the Swiss franc for its woes. (See Kudelski Reports H1.)

The Algerian government is to make the tender specifications for the country's 3G spectrum auction available by mid-September, with the actual auction scheduled for early 2012, reports TeleGeography. (See Mobile Broadband Booms in Algeria & Russia.)

According to the OilVoice website, the Iraqi communications ministry is launching the fourth round of its mobile license-granting this week. When a fourth mobile license came up for grabs in 2010, up to 15 firms, including Verizon Communications Inc. (NYSE: VZ), South Africa's Mobile Telephone Networks (MTN) and Turkey's Turkcell Iletisim Hizmetleri A.S. (NYSE: TKC), expressed an interest.

Broadband provider Augere Holdings , operating under the Qubee brand name, is expanding its operations in Rwanda with the launch of a WiMax network in the country's capital, Kigali. (See Web Wide World: Rwanda.)
