Was anybody actually confused by any of this? It seems pretty obvious that the equipment providers just didn't want to build two platforms that would each get half as much market. And if the platforms are as similiar as everyone claims, merging them seems like an obvious step.

At least it's not as bad as when companies use "confusion" to mean "market competition that we don't want to have out there."

I came across  a few vendors that were earlier on because one spec, CMAP, was pretty precise in its requirements, and CESAR offered more wiggle room. They weren't sure if the work they were pouring into CMAP could easily bridge or adapt to CESAR. There's more certainty now, but we still don't know if anyone will make a Packet Shelf for the modular implementation. That's becoming more of a biz quesition than one involving technology... some aren't sure if there's enough money in that market to justify all the R&D. Build it and they may not necessarily come.
