LONDON, NEW YORK, and WASHINGTON -- The Citadel Group, a global financial and strategic advisory and investment firm, announced the appointment of Dr. Arno J. Kosko as President and Chief Executive Officer for its new U.S. subsidiary, CINTECH-US.
Operating out of Washington, DC and New York, CINTECH (The Center for Intelligent Technologies Corporation) will provide a wide range of technology and systems consulting and implementation, with strong emphasis on wireless security network applications related to homeland security, public safety and intelligence. CINTECH will operate in both the private and government sectors domestically and internationally.
In tapping Arno Kosko to head its U.S. division, Citadel Group is selecting one of the pre-eminent figures in modern telecommunications and electronic security. Dr. Kosko, a member of the Citadel Group’s Executive Advisory Board, is also President and CEO of KCC-Consultants, Inc., which provides telecommunications and electronic security consultancy services for Citadel Group projects. He has over 40 years experience in the electronic and telecommunications industries, having worked on engagements in Europe, Middle East, South East Asia and Latin America. Dr. Kosko’s experience encompasses the commercial, governmental and military sectors; his engagements have included the following:

Dr. Kosko recently returned from Baghdad, where he served as senior consultant for the U.S. Department of State, Office of Communications within the Iraqi Reconstruction Management Office. His mission had been to manage the reconstruction of the Iraqi telecommunications infrastructure, including an Advanced First Responder Network for the Iraqi Ministry of Interior. In that difficult environment, he developed a reputation for delivering on time and on budget.
In October 2005, The Wireless Communications Association International (WCAI) named Dr. Kosko its Public Safety/Homeland Security Chair.
Dr. Kosko has held senior positions at multiple technology and electronic security companies, including EMW Inc., PulsaRadio, Bosch-Telecom (Marconi), Harris Corporation, Aydin Corporation, California Microwave, and Northrop–Page Communications.

Dr. Kosko is frequently asked to comment on broadband wireless technology and telecommunications intelligence related to Homeland Security and Public Safety. He is an active member, juror and past member of the Board of Directors of the Wireless Communications Association International, Washington, D.C. and a life long member of the IEEE.
During his studies at Stanford University under a grant from the National Science Foundation, Dr. Kosko spent one year in Antarctica performing research in VLF radio propagation.
Dr. Kosko was educated in Germany and the United States and holds the following degrees: BSME, MSEE, Ph.D. (Dr.-Ing) Physics, and an MBA in Business Law. He attended the Technical University Essen, Germany, Technical University Darmstadt, Germany and Stanford University, Stanford, California.
