It's hard to tell who is being the stubborn one in these negotiations. The process of obtaining a cable franchise is apparently a secretive one. Given how dull a process it is, that's probably a good thing for all of us. But we're now going on almost three years since Verizon initiated talks for obtaining the right to sell video in New York City.
