11:10 AM -- The Federal Communications Commission (FCC) just kicked off an open meeting in which it will present the details of the National Broadband Plan it sent to Congress yesterday. We'll have much more on the plan and its implications throughout the day, but if you can't wait to dig into it, here's a copy (PDF) -- all 376 pages of it.
