Tie-Up Talk

11:45 AM -- China Mobile Ltd. (NYSE: CHL), the world's largest operator, by subscribers, is reported to be in partnership talks with India's second largest mobile operator, Reliance Communications Ltd.

Details are sketchy at this stage, but China Mobile has made no secret of its interest in entering the Indian telecom market.

Reliance, which operates both CDMA and GSM networks and is expected to bid for a 3G license in the upcoming auctions, does not have a major foreign telco investor. It is fast becoming the only one so situated, as India's operators look to gain expertise and leverage economies from tie-ups with major international telcos -- and in China Mobile, Reliance would definitely be getting both of these.
