  • Carlos Slim will no doubt be feeling more confident about his bid to take a larger stake in KPN following the news, reported on Bloomberg and elsewhere, that the Dutch carrier's attempted sale of its German E-Plus Service GmbH & Co. KG unit to Telefónica SA has fallen through. KPN had hoped that the sale of E-Plus would have helped stave off the bid from Slim's América Móvil S.A. de C.V. • France's Technicolor is to receive a cash injection of up to €191 million (US$242 million) following a shareholder vote on a proposal from Vector Capital. • A Dutch court has ruled that Apple Inc. has infringed one of Samsung Corp.'s patents and must pay an unspecified amount in damages to the South Korean electronics giant, reports the BBC. The patent in question relates to the way the pair's respective phones and tablets connect to the Internet. The damages sum will be based on sales of Apple's iPhone and iPad in the Netherlands. • Orange France has switched on its first citywide 4G network in the southern city of Marseille and is showing off the potential services using Huawei Technologies Co. Ltd. and Samsung Corp. devices. Commercial services will be available within "the coming months." Lyon and Nantes will get LTE services before the end of 2012, followed by 12 other cities by summer next year. (See French Award More LTE Spectrum and French Regulator Awards 4G Licenses.)

  • Following reports that former CEO Tom Alexander is considering an £8 billion ($12.5 billion) bid for Everything Everywhere Ltd., Orange UK and T-Mobile (UK)'s U.K. mobile joint venture, Reuters informs us that EE is to pay an additional dividend of £250 million to its owners. (See Euronews: Big Hitters Back $12.5B Mobile Bid.)

  • Just six months after it was introduced, the Croatian government is proposing to scrap its 6 percent tax on mobile phone services, reports Reuters. Croatia fears that the tax won't help its efforts to become a member of the European Union.
