I don't know about the debt part precisely, but yes, a company coming from any position of weakness will want to partner. Too bad about Cortina if the truly are having rough times; I'd heard someone else infer as much, in conversation recently, but they didn't make it sound quite as drastic.
the basic principle of the industry to save from debts is to collaborate or joint development. So is Cortina Systems. A much hyped company who couldn't save its branch in India. Now heading towards bankcrupt, wishing, all the best.
