The device based caching sounds more like pre-fetching to me. but the big question is why operators woud want to do it as it only serves one customer. Also the chances are slim that the user uses the same content again and again.
IMHO we'll likely see the caching been pushed to edge/aggregation layer.It may end up being a 'smart' EDGE with caching, DPI & policy functionalities. We are hearing it from Cisco, Ericsson, JNPR recent announcements.
