Upping the Ante: Tower Siting Gets Harder & Regulatory Obligations Increase At the very time that established carriers and new entrants are fueling the demand for tower space, tower owners are discovering that tower siting is just the first challenge they will face. This panel will discuss the current environmental and historic regulatory hurdles faced by a company siting a tower, as well as the increasing burden imposed by long-term regulatory obligations now placed on tower owners' operations. The panel will highlight regulatory initiatives that may adversely affect tower siting, such as the FCC's Migratory Birds Notice of Proposed Rulemaking and local efforts to encourage or require the use of distributed antenna systems.

FCC Mandated Backup Power Requirements 47 CFR Part 112, as published by the FCC, requires that all carriers maintain eight hours of power reserve at all remote locations – a direct result of the inquiry into the communication failures during Hurricane Katrina.
