While I agree that there is a long way to go regarding monetization, I believe the industry has made significant progress in the last 6-12 months. There is now general consensus that Policy is the baseline to monetization, and most operators are working to implement key capabilities such as rate caps and/or tiered services. While there is not general consensus on the more advanced areas of monetization, operators are putting in place the infrastructure to begin to monetize their networks.

I will throw out the idea one more time -- is not the lack of clarity on monitization of 4G, another signal that there will actually be a lot more 3G CDMA upgrades than is being indicated now -- and much less 4G at both Verizon Wireless and Sprint?
