BSNL Loses Rural Appeal

1:45 PM -- Attempts by state-owned operator Bharat Sanchar Nigam Ltd. (BSNL) to reinstate a rural services levy on India's private operators have failed.

The Telecom Regulatory Authority of India (TRAI) had previously abolished the access deficit charge (ADC), which had historically been paid by India's private operators to BSNL to fund the state-owned carrier's rural operations. BSNL claimed these services would become unsustainable without the levy, and appealed against the TRAI's decision.

This is just one more example of the infighting that plagues India's attempts to boost rural teledensity.
