The motivation for the deployment of 3GPP Long-term Evolution (LTE) mobile broadband technology is simple: LTE delivers to carriers the lowest cost-per-transported bit. That said, the adage that “voice pays the bills” still applies: though in decline, carriers continue to derive the bulk of their revenues from voice and integrated messaging services.

In the context of LTE, this presents a dilemma. A fundamental aspect of legacy technologies is that they possess integrated services: voice, voice supplementary services, short messaging, etc. In contrast, LTE makes no such provisions: it is subscriber service-agnostic. Further, LTE is a pure packet technology, with no inherent conception of a circuit-switched (CS) bearer, on which legacy voice services depend. Because of the realities of the cellular revenue model, the question arises: How can we best deliver voice and other legacy services via LTE?

Driven by ever-increasing demands for higher data rates, lower latency, and higher capacity, cellular radio access technology has advanced dramatically over the past decade or so. Achieving the requirements set out in IMT-Advanced is even more challenging given the fragmentation of the available cellular radio spectrum, particularly in North America. Release 10 of the 3GPP LTE specifications (LTE-Advanced) delivers IMT-Advanced within practical spectrum constraints. It does this through the carrier aggregation feature. Carrier aggregation permits an LTE base station to group several distinct channels into one logical channel, thereby enabling very high peak traffic channel data rates. With the growth in mobile data, operators face more than an increase in the volume of traffic. The complexity of managing that traffic has also intensified, driven by subscribers expecting an ever-higher quality of experience (QoE), and by a traffic and device mix, usage patterns and advanced policy-based services that are more diverse and continue to evolve. This complexity creates an additional set of challenges. Operators not only have to expand capacity, they need to decide how to use that capacity in a way that maximizes the return on their 4G investment, in terms of improving both network utilization (i.e., lowering their per-bit costs) and the subscriber's QoE (i.e., increasing revenues and customer retention).

This paper presents five use cases that illustrate the challenges that mobile operators face in managing traffic, the tools they can use to address them, and the benefits they can reap from real-time, context-aware traffic management.
